Hi,
I need these three questions answered
1. Do I have to convert my AVI to MPG first to create a DVD-Video?
2. I'll be using TMPGEnc for this.. Any other suggestions?
3. What bitrate should I use 1,110 kb/sec??

2. Tmpgenc is a good encoder and there are plenty of guides here on how to use it
3. Whatever bitrate is required. Use a bitrate calculator to determine what to use.
Start by reading some guides - found to your left - on avi to DVD conversion. Many use tmpgenc, and cover bitrate calculation, resizing etc. Expect the file size of your mpegs to be 3 - 4 times the size of your source avi file.Read my blog here.

No, he meant 3-4 times the AVI file size.
It's a common rule of thumb to use 3-4 times AVI bitrate (if the source AVI is DivX/XviD) when reencoding to DVD specs mpg, not to make the mpeg look worse than the AVI.

It's the length of the movie (in time) and what quality you want that determines if something will fit a disc. Use the bitrate calculator to find out max allowed bitrate for a specific disc size and video length.
But 2500 kbps is really low (for DVD specs video), allowing for >3.5 hrs of movie on a 4.37 GB disc. At that low bitrate, I suggest using the "medium" DVD resolution of 1/2 D1 (352x480/576 NTSC/PAL) to avoid compression artefacts.
