Help.
I unwittingly set up a new project in Premiere Pro as PAL, then captured the video and edited the footage and then encoded as m2v and wav file and realized that the video was a bit "choppy." I realized that I had not set up the project as NTSC. So without going back to square one and re-capturing and re-editing in a new NTSC project, is there a way to change the project settings to NTSC so that it will encode at 30 fps instead of 25? I'm stumped.

Yes, but you'll take a hit in quality, and render time..
Basically, create a new project (the correct settings this time :P ), and go to File>Import>Project, and import the original Pal based project..
You should be able to drop this on the timeline..Unfortunately, it will need rerendering, so check for quality, and frameblending options before you go any further..
I'd personally start over again...
That'll teach ya...
