I have a Sony vx2000 that I currently connect to my computer using a 1394a port, and capture using Premiere 2.0. If I get a 1394b card will that significantly speed up capture times?

DV transfer is generally real-time (some high-end kit - news room type level - transfers faster) so it won't speed up video transfer. It will, eventually, speed up things like external disk drives, networking etc.
