PAL avi->NTSC DVD using CCE problems

I'm converting a PAL 25fps avi to NTSC dvd using CCE 2.70 and no matter what i do its either too fast or too slow or its blury. What would be the proper way to do this either with CCE alone or it with using avisynth?

Personally, I would use ConvertXtoDVD if you must convert to NTSC, or encode at 25fps 720 x 480 in CCE, the use DGPulldown to get the correct framerate at playback time. (Second method should give the best results)

You could also use the lastest version of the Filmmachine if you need to convert from 25 pal to ntsc 29fps it has excellent results using CCE. Its free to download and use and can get it from link of this site.
