Do u mean smear the video to provide anonimity ? or do you wish to morph a persons face to something else ? if you wish to smear a face , then I seem to recall a filter for virtualdub that can do it , any movement will need to be manually set as the video progresses .

To start off with that isn't easy... First you have to find two clips that are similar, where the heads are in similar positons. A clip of the person you want to put on the base video with a solid background would be ideal, if the person you want to put on the base is available all the easier as you can manipulate your footage.
Basically you take footage A (with the person you want to add) and ovelay it on footage B. This is where the solid background comes in, if you have a solid background better editors can auromatically remove this, otherwise you would have to remove it by creating a mask and key framing it throughout the video... as I said this not easy and would require a book to explain.
The better editors have this ability, either Vegas, Premeire or Media Studio Pro. On the low end Ulead VS will do the background removal but I don't know to what degree you can manipulate the footage afterwards.
I'd suggest trying it with a image editor first on single image and you'll see what you are dealing with. Even doing single images and making them look half decent can be hard.
