generally there are controls in a DVD player to control levels, usually some form of Dynamic Compression. Otherwise best way AFAIK is to convert to wav, do whatever you want to audio, then re-encode paying attention as possible in software to levels settings in new file.

My experience with AC3 audio has taught me that due to format properties it will generally sound more "quiet" than PCM or MP2.
A message board that I saw some time ago suggested this is by design, as the AC3 would be used in theaters (esp. home theaters) which would be by design a quiet place."Every speaker has a mouth; An arrangement rather neat.
