SVCD sample TopGun...how was this done

I have been playing around with DVDx and Flask with LSX but I can't get anywhere near the quality of this clip with such a low bit rate. It averages around 1500kbps and the quality is excellent. The low bitrate allows it to play nicely in my JVC XV-60. Does anyone know how this clip was made.

billxxxx, the clip prolly made by tmpgenc...1500 is personally way too low for me. unless the clip is during high action scene, you have no idea how good the clip actually was. i'm certain that 1500 may be acceptable for a slow movie, but a movie with lots of action scenes will be blocky.

to compensate for low bitrate, on tmepgenc use high quality (slow) motion search accuracy and 2-pass vbr.
