In TMPGEnc - under Advanced, there is a Sharpen Filter - when you open that filter there is a little check-box that you can check or uncheck labeled "field base".....I'd REALLY like to know what this does, what this means or both?
Please, help me on this - I've searched everywhere to find the answer and have come up with nothing.

It is for interlaced video. If your working with interlaced video you should select that option.

I always use it when converting avi to svcd.
It does a better looking job IMO with it on and less sharpen on edges only.
