Is the 4% PAL speedup noticeable ? Some websites claim that it ruins music dvds, and they say that you should buy the NTSC ports of movies because it plays at the same speed. Other websites claim that PAL ports are "superior" because of the increased resolution. I'm a little confused now!

I am irritated by the 4% speedup. But I do like the higher resolution of PAL. PAL also seems to have nicer color. If I have a video that is native PAL, then I leave it that way.
PAL can help you sometimes. For instance, before the recent re-release of Titanic there was no anamorphic version available. But if you buy the PAL version, you can rip it, scale it up just a little, and author an anamorphic NTSC DVD. But you gotta know what you are doing. It's easy to get confused with aspect ratio conversions. And you gotta remember to stretch the audio too.
