Problem upgrading to 0.0.9v - mpeg2enc saying "permission denied"

I just upgraded my previous version to 0.0.9v (on a 1.25GHz G4 MDD). Worked flawlessly until now. I upgraded and downloaded the newer mencoder and mplayer. Now when I try to convert an XVID AVI to DVD mpeg2enc, here is the error I get:
