What desktop bar is this ?

This bar pops up once in a while I've tried dragging it around to see if it would go away but it didn't help. I have to do sys restore to get rid of it :S

I have issues similar to that sometimes. It seems to have something to do with the Language bar in my case. I have had three listings for it at once int eh toolbars menu. It doesn't look like your is doing exactly what mine is though.
