    when your ready i would add your mpeg file to TMPGEnc DVD Author to create menus and chapters

    That should be ok but I haven't tested Nero Express for awhile. I would concur with Sifaga that TMPGEnc DVD Author would be a superior program. I've seen it offered for free in some rebate deals and $19.95 after rebate in others. The store brand name is TSUNAMI DVD Author.

    To change bitrate, reprocessing would lower quality and should be avoided. Try to get it right the first time. Use the bitrate calculator. https://www.videohelp.com/calc

    Don't erase the DV tapes if this is important.
