I'm trying to burn a video DVD and have the VIDEO_TS and AUDIO_TS structures as normal, but is there some way to burn data files to the DVD that would be ignored by a DVD player? I tried just placing files on the root of the DVD thinking maybe the player would ignore them for the VIDEO_TS folder, but that didn't work. Is there some way to do this? Thanks.

Yes, just add a directory "beside" VIDEO_TS/AUDIO_TS and put anything you want there. Placing files in the root should work too, IIRC.

I think I figured out the problem. I recorded the disc with CDBurnerXP and it recorded it as an iso 9660. I'm burning it as UDF now...

CDBurnerXP seems to have problems with Video DVD - it even says so on the home page. Its only shortcoming IMO, but then again, I use ImgTools Classic + ImgBurn for all Video DVD burns.
