Well, I can finally get MPEG to play properly (deleted PowerDVD and that cleared up whatever conflicts it had), but my second problem is still here, and I can't for the life of me figure out what it could be.
I load a file - any file, but in this case a PAL VOB file - in subtitle workshop. I hit play, and my first subtitle comes up at frame 29 (according to the frame counter beneath the video preview window, and in the subtitle list view) and ends at frame 112 on the list view in the center of the screen.
Here's the funny part; at the bottom of the screen it has "Show" listing as 35, and "Hide" as 134.
The clip (a foreign TV commercial) only has 4 subtitles. I'll list the 4 List frames next to their alternate (Show/Hide) times to get an idea as to how wildly things are going wrong;

The VOB in question runs 20 seconds in Media Player Classic, and is listed as 20,206 seconds/505 frames under Movie Information in Subtitle Workshop. This "dual timecode" problem happens with any MPEG file I try to subtitle, and worst of all if I just pit "play" in Subtitle Workshop and let it play through, the subtitles will synch up perfectly, but if I skip ahead or save the file as an SSA and watch it with the original video file using VobSub and Media Player Classic, the subtitles start showing up late.
This is a problem I have with both NTSC and PAL framerates, and I decided to try to fix it with PAL first since I wouldn't have to worry about 29.97/30fps issues. Anyone have any clue what this could be? Nothing I've done - changing codecs, changing software, seems to have any effect.
