burning or converting issue

Lately when i burn something out or convert and then play it on the dvd player the screen gets all messed up like a bad antenna reception. the screen color turns black and white and the picture just keeps moving up and down the screen but the audio is fine. not only that, even after i stop the disc the screen just stays like that. i have to turn the player on and off to get it back to normal. I thought it was just the player but i tried it on another dvd player and it did the same. Can anyone tell me waht might be the problem. it only happened when i was using winavi to convert rm files to dvd. but i recently played a movie that i burned wit clonedvd and now thats messed up too.

im trying to play ntsc. i usually dont have problems playing anything until a few months back. i changed my burner thinking it was the problem but the same thing kept happening. i'm in california, USA
