I would like to add the effect from The Price is Right to my video. The effect is the yellow border with multicolor sparkling lights waving around the corners of the screen.
I have a video with the effect, and I'm trying to figure how many frames I need to grab from the video to get a smooth complete rotation of the lights. My first attempt was with 10 frames and it pretty close to the original, but I might need more. The next thing I'm trying to do is blank out the center of the screen with blue so I can chromakey just the border overtop my video. This is going to take a while to draw around each frame and I'm not sure if it will even look good when I'm done.
So my question is, does anyone know of an easier way to get this effect? A virtual dub filter or pinnacle studio plug-in maybe?

If it is static then you only need one mask, not one for each frame. Something like wax2 or after effects is better suited to this.

Particleillusion SE has an effect called Stage Lights that sounds like what you are looking for. Costs $99.00 US, but it's worth every penny.
The effect is called Stage Lights and can be found in the default library in demo group 1.
