Well I know in the powersave options (under the screen saver section - advance tab) you can change the buttons on the front of the computer to "do nothing". As far as a password before turning off, not sure about that I'm sure there's something out there. Just my .02¢

yeah, you can tell the power-save options to disable the button on the front of the PC
additionally, if your keyboard has a button on it to turn off the PC, then it most likely has software that's responding to these special buttons. you should be able to disable that keyboard button as well (I have a Microsoft Keyboard and the software is IntelliType - with it I can change the function of any of the "special" buttons to do almost anything I want, or nothing at all)."To steal ideas from one person is plagiarism; to steal from many is research." - Steven Wright

Just tell her not to shut the computer down next time. If she does it anyway, bar her from using it for a week or two. After all, it is your computer, not hers.
There is no way to prevent someone from powering down a computer. They can just pull the power cord out.TANSTAAFL -

unless you've already hammered your kids time and again to shut the PC down when their done....
then you'll just come across as a great big hypocrit and you're kids will think you're even crazier (face it, no matter how old your kids are or how old you are -- your kids think you're crazy)."To steal ideas from one person is plagiarism; to steal from many is research." - Steven Wright

I had to disable our power button on one of our towers because of our dog. I thought for almost two months something was wrong with the system. At random intervals I would go to use the computer and it was either off or in a power saving mode unable to recover requiring me to restart the system. I tried all sorts of diagnosis and eventually gave up deciding that something inside was dying and I'd just wait for it not to function. I was sitting in the room one night and the dog rubbed against the front bezel putting the computer into a power saving mode. I was glad to see it wasn't a hardware issue. Since I couldn't explain to the dog what he had done I disabled the power button and all has been well since that time.
If it were a human doing this I would just explain to them to not shut down the system or ever touch any buttons on the tower. Humans have an understanding of the spoken word. If they do not they should be taught this soon as they will not get far in this world without comprehension and acknowledgement of the spoken of the word. If the human is old enough to use a computer they are old enough to understand what a power button is and that you do not want them to touch it. -
disabling the power button in my cpu and keyboard is not an option since she knows how to shutdown the pc using the start button then shutdown. she know how to plug it turn it on and shut it down properly, but she never unplug it directly.
ya ill told my 4-year-old kid not to shutdown my pc when im recording, but sometimes she get naughty and she does it anyway...kids love to break rules.hacking the Net using typewriter :D -
I have a small program that you can run
It's basically a "friendly virus". When you put the mouse over the start button it moves to the other side of the screen. You can NEVER click on the start button. You just have to CTRL-ALT-DEL to close it.
I attached to this post. That might work for you
*EDIT* I don't have a place to store files. Sorry, I found the file at an office prank website. Try googling for "Mouse runs from Start Button" -

Also, power buttons on the keyboard wouldn't be affected by that.
Topics like this really make me wonder ....... take correcting actions to protect people from themselves or show a bit of control / judgement / discipline / education ? It should not have to be forced upon someone to not shutdown a PC, or to not watch sex scenes, or to not listen to cuss words. We're a world gone mad !If in doubt, Google it.
