how much space is shown as available on a blank disc inserted and viewed in windows explorer? It does sound like firmware issue but if windows confirms available space you might need to uninstall/reinstall Nero.

  4. check the tool if your drive is recognized as DL, then try another DL media if same then make sure your dvd drive supports DL and go for firmware update.

  6. Is the disc DVD+R DL or DVD-R DL?

Your NEC DL burner may not support the -R DL standard.

I saw this recently on a friend's PC. He had a DVD+R DL burner. It also burned DVD±R(W) discs. He put in a DVD-R DL disc and it only showed 1 layer. It only burned 1 layer, too. I found it odd that it burned at all, but who am I to argue when something works when you thought it shouldn't at all. Sucked that we wasted a good DL disc though.

As for the original question. Check the media and then update your firmware as everyone is suggesting. You may need to get a new version or need to reinstall NERO.
