Try VSO Divx to DVD
This programme can transfer mp4 to dvds directly and even burns the dvd.If there is any audio shift it will tell you how much and correct it automatically while encoding -
DivxtoDVD will create the VOBs you need. You can load these into DVD Lab Pro (demux when it asks) and add your menus.
Read my blog here.

I've been able to encode mp4 videos to mpeg-2 (and subsequently author and burn to DVD) using Avisynth and TMPGEnc Plus.
Baldrick's guide was very helpful:

(plus a bit of trial & error on my part - no pain, no gain, right?)
Cheers,
Jim
