If it's constantly out of sync with the same amount - yes, it's just a matter of cutting some off/adding some silence to the start.
If it starts out good, but gradually drifts out of sync, you'll have to "time warp" it so it stays in sync at the end.
Really, is 145ms that much? - Ive seen commercial movies with worse sync!

In Goldwave to insert: open file, Edit>insert silence>0.145 (145 mS),
To cut out: Edit>marker>set, set the start marker for zero, set the finish marker to 0.145, Edit>cut.

    Save the file when done.

  9. in what program did you figure out it was exactly 145 ms out of sync? that program probably has better chances of fixing this than goldwave. I'd find it cumbersome to use goldwave to fix a sync issue since it has no video support.

I figure it out using Media Player Classic
and I don't think it can fix audio sync problem by modifying the video file itself.

I have been told that to solve audio sync issue I need to correct the audio (by adding silence or removing a number ms) than reencode the video using the initial video as the video source and the corrected audio as the audio source.
If you think there is a easier way to do it I would be happy if you can share it with us ...
