I want to make a VCD but the file is to big how do I cut it so I can put on 2 discs

You can use the free version of TMPGEnc which has a limited mpeg editing feature.

Be warned - TMPGenc's editing function is notorious for causing horrible audio sync problems on some PCs that use it. If it happens, it will happen on the 2nd disc.
You may get lucky and it may work fine for you. The best editor I ever used is still MPEG2VCR at http://www.womble.com. It's not free, but it's a great program. You could use MPEG2VCR to split your video file.
