I'm hearing different answers on this. Does the video card matter when your encoding or compressing a movie? I know that it matters when it decodes it, but does the video card process anything while encoding video? Thinking of upgrading to a higher end video card for one of our systems.

No not really unless it's an Mpeg encoding video card with an output for a computer monitor.
What unclebud said. Unless it's a capture card and you are capturing, encoding is independent of the video card installed.
For encoding the CPU speed is most important, then maybe bus speed, memory speed and hard drive speed, all a distant second compared to the CPU speed. A onboard motherboard video 'card' might use some RAM memory (Maybe 30Mb or so.) which could slow encoding if you were down below 256Mb installed RAM.
