my head is hurting from looking for a software for what i'm trying to do. i've got a french movie that i really want to watch, but it's in french. i'm trying to re-dub it with an english mp3 file. is there a software that shows the timeline to time the exact movement of people's mouth movements, etc. please help and thanks in advance.

assuming you have a good dubbing with really constant speed, I would try to do the following:
1. extract the audio from the french movie
2. open it with a wave editor, like Goldwave
3. open the english mp3 file with Goldwave
4. locate the beginning of music in the french and english soundtrack.
5. cut the beginning of the english one, or just add silence in order to get it starting at the same time as the french (e.g. 2 seconds after beginning)
6. do same things with the end of the two films, make the english soundtrack to end at the same time the french ends (e.g. 10 seconds before end)
7. at this time the english one is likely lasting a little bit more or less than the french cause of clock jitter.
8. Just speed up or slower the pitch with Goldwave in the english soundtrack till you get exactly the same duration of the french.
9. re-encode and mix the english audio to video.
I think you can do this also using other wav editors, not only Goldwave.
