  1. We are making a news report show for fun in our spare time at uni.

Now I want to make it so that i can have the reporters standing in front of pictures/videos of other things.

My initial idea is to use a blue screen.

But how do i go about doing this?

What programs do i need etc...

Should get you started. A few things to note

    1. Consumer DV is poor for chroma key work because of the way it compresses the colour space. Clean keys take a lot of time or very good keying software

    2. Lighting is everything.

    3. It is easy to do it really badly, difficult to do it well

    4. Real time requires dedicated software or hardware

Any decent editing software can color- or chroma-key. (If it can't I don't consider it "decent"). As guns1inger pointed out, don't expect great results with consumer DV, and you'll get "good" results only with considerable work.

  4. prob won't even be doing it of dv, more likely from a digital stils camera,

It doesn't matter too much, because it is just a laugh thing anyway.

Just do a forum search "chroma key".

There is a lot there to read.

I used green felt for bluescreen...seemed to work well...but as gunslinger said, lighting is everything. If a shadow or cloud changed the lighting on the felt, the bluescreen effect messed up

If you are using the movie function of a digital still camera, forget it. The quality and resolutio are so low you won't pull a key worth spit. If you are using stills, on the otherhand, just use photoshop to create masks and import
