Adding blanks to a movie?

I've got an Mpeg2 movie that I would like to add some blank (empty) parts (about 5 seconds) to the start and end of the movie.

What's the best way to do this?

I wanted the same thing so in Ulead Video Studio I created a 5 second Black mpeg with the same parameters as the video I wanted to add it to. Then when I author in TDA I add my "Black" clip then my video, then the "Black " clip again. In the chapter edit I remove the 1st chapter point from the video and from the second "Black" clip.
