I converted to VCD using TMPGEnc but the picture is so skinny. How do I make it so that it like the original DVD screen?

first, determine your source aspect ratio. it should be stated in dvd2avi. also, for image positioning or something like that choose fit to frame (preserve aspect ratio) and for later versions of tmpgenc choose full screen (preserve aspect ratio)

I understand there must be the source asptect ratio. But how do I select the right radio from the original movie ? I there way I can check from the vob file and how do I go about it from the DVD2AVI?

under dvd2avi->file->open
there you can select the vob files to open. once you opened the vob files, press f5. an info menu will pop up; it will tell you the source aspect ratio, frame rate, and video type (i.e. interlaced or progressive).
