Nero Vision Express freezes, then cannot lock API

I have just encountered a new problem with Nero Vision Express.

In trying to copy a homemade DVD, I extracted the files to the hard drive (using DVDFab), then ran Nero Vision Express, Make DVD Video, Add files..

then I highlighted all the VOB files and clicked "Open".

FIRST TIME:
In the "Adding files to project" sequence, the program would stop on File 7 of 11, which was a small menu file. Task Manager said it was still running, but using no CPU and not responding to [ABORT] clicks. So I forced it to close, and when I ran Nero again, I received the following error message:
Unable to initialize the Nero API. Cannot lock"
I rebooted and it started again, but repeated the same problem, even after deleting all the files in the user cache.

SECOND TIME:
I moved the file that it froze on and only opened the remaining 10. It added all ten just fine, but then had the identical freezing issue in the next sequence, "Analyzing video files" right from the beginning, not moving past 3% for a long time.

Any explanations? Any fixes? Thanks.

Best way to make a 1:1 copy of a DVD:
Use DVDDecrypter in ISO Read mode.
Burn the ISO with DVDDecrypter in ISO Write mode.

Sorry I forgot to mention an important detail.

The original is in PAL and I need to recode to NTSC. THat is why I am using Nero Vision Express --- it compiles, recodes and burns.
