- I want something that has an admin backend.
- Costs under $40, if not outright free
- MS Access or flat files only, no MySQL
- does not require customers to register for an account
- at the end, it can feed Paypal a web accept order
- Windows 2000/2003 server, not Unix/Linux
- any language is fine

I believe ozcommerce (open source) meets all your criteria bar customer registration.
I should imagine the customer account part could be coded out with a little knowledge.
Worth a look anyway as from what i've seen, the admin/maintenance is very straightforward.
