For the same reason why a 20GB hard drive won't store a full 20GB worth of user data.

HDD manufacturers and DVD disc manufacturers count a GB as 1000mb, which brings you up short when measured against actual data. Bummer, aye ?

  4. Manufacturers often quote the unformatted capacity and 1000 bytes= a megabyte; whereas in real life, computers "count" a megabyte as 1024 bytes (which adds up) and some disc capacity is taken up in formating/writing and in file slack space.

  5. This is a common problem, which is why most scientific societies these days are proposing that the kilo, mega, giga, tera be used only for 10^3, 10^6, etc. For the 2^10 they propose the kibi, for 2^20 the mebi, etc, as alternatives. So many megabytes (or should I say, mebibytes) would be saved if these ideas would be used...
