I have some NTSC MPEG-1 clips which I was going to put onto VCD to watch in my standalone DVD player which supports PAL and NTSC .

I am in a PAL region and quality wise, is there any point in converting the clips from NTSC to PAL? Or is there anything I can do to improve the quality anyway before burning?

Also, can you play back MPEG-1's on a DVD disc or does it have to be VCD?

Don't convert if it's not necessary, you'll only reduce the quality.
VCD video (mpeg1) is DVD compatible and there's lots of VCD to DVD guides. Check "What is DVD" on the top left for more info on compatible DVD video types.

Supposedly most DVD players can play NTSC and PAL VCD and either will show up "correctly" despite the TV being NTSC or PAL.

This is not so true of DVD format though at least not in the USA where only a few models will do PAL to NTSC conversion (when the original is a PAL DVD).

Yet even the USA a PAL VCD will supposedly play back normal on a NTSC DVD if the DVD player supports VCD (even if it does not support PAL DVD to NTSC).

    Confusing I know !!!
