Simplest option to stream

What would be the easiest, most efficient method for me to go about taking a catv signal captured on my conexant capture card, stream it to the internet in a private (pw protected) stream that only I 1 user can access. my upstream speed is 714 kbps.

Basically what I am wanting to do is have my cable captured by my card, and be able to go to a remote location (work) and view it, if possible also, change the channel remotely.

Whats the best way to go about this?

There are a few projects online you can check out, use window media encoder, &/or there are a few retail products you can look into.
