Hi,
I am trying to create a home movie, with Adobe Premier elements.
When I test it on my PC, the picture is fine, when its convereted to DVD, on the TV quite a bit is missing from the edges. I relise this is over scan.
Can I?
Reduce the amount of overscan
change the part of the avi to be scanned (move it to the left?)

You should be allowing for overscan when you shoot your video.
After the fact, you would need to shrink the image and apply a border.
