    Does anyone know of free software tool to create closed caption from scratch that can be inserted into DVD video stream? I spent several days searching on the net, but only found tools to convert existing closed caption data or insert closed caption data into digital video streams such as mpeg2 (SCC_TOOLS).

    My intention is to create my own closed captions and insert them into DVDs of my DV home videos. I know I can create DVD subtitles, but I really want to use closed captions.

    Update:
    SubCreator can create subtitles from scratch which can then be converted to line 21 CC data using SCC_TOOLS.

    Do you mean hard-encoding subtitles to the MPEG-2 video?

    I don't mean hard coding subtitles to the visible video picture. I mean encode my own CC into line 21 of the NTSC mpeg video which can be decoded and displayed by television.
