Hello, just new to this.
I edited my video using windows movie maker. Then converted it from .wma to MPG using TMPGEnc. The used SVCD2DVD to make the files then used NERO to burn it.
The DVD plays fine in my ps2 the sound and picture quality are both good. But the picture is too big for the screen, like it has zoomed in too much. I put it on my widescreen Sony and set it to 4:3 but its just the same as on my 14inch tv. Is there anyway to adjust this so it will have the full picture in the screen? Was it a problem with TMPGEnc or SVCD2DVD? OR the way i edited it on windows movie maker?

You didn't search to hard, or you were looking in the wrong places. Based solely on the slim detais you have given, I will guess that what you are seeing is the results of overscan (it's in the glossary). This is normal, and happens to every DVD and TV program you watch. It does not happen on PCs and some LCD TVs. It generally isn't a problem unless you are trying to watch something that has had subtitles embedded into it in the wrong place - fan-sub anime does this all the time.
The only solution to this is to resize the image down to below full spec, then add a border all around to bring the resolution back up. 16 pixels is usually enough. On most TVs you won't see this border, but on some you will. The overscan area is not constant.
Now, if you have created the titles or subs, or whatever is disappearing, yourself, then you should go back and resize them properly. Most decent editors have overlays called Title Safe and Action Safe frames. Use these as guides. Anything in the title safe area will always be seem. Inside the action safe area will usually be seem. Outside these, all bets are off. Unfortunately, WMM doesn't seem to have frames.
Another tip, if you insist on using WMM. Out put as DV AVI, not wmv. Better quality when converting to mpeg.Read my blog here.

When you go File -> Save Movie File to start the save wizard, select My Computer as the location, then Next. Enter a name etc, then Next. On the Movie Settings page, click on Show More Choices, then Other Settings, then from the drop down select DV AVI
