is it possible to convert a movie from xvid to xvid and make the movie get better quality then the source. can i do this and what tool should i use?

what thread is not answering the question because this is a xvid not mpeg and i have not captured the video

Through filters using a program like virtualdub you can improve the video to a degree. But you can't make dramatic improvements in general. If it was heavily compressed converting it to a higher bitrate won't miraculously improve the quality.
Often times your best bet if at all possible to acquire the "original" source and reconvert it from their for the best production value. Though with a lot of internet material that is not always possible. So SOME improvement is possible but takes time and effort and may not be what you're hoping for.Donatello - The Shredder? You response idicates you don't really understand digital video all that well and need to do quite a bit of reading. Most of the issues arising from low quality or over compressed mpeg-2 are common to low quality or over compressed mpeg-4 (Divx/Xvid is a variety of mpeg-4). This means that the solutions, if they exist, are also common.
Your question is also very vague, and does not describe the type of problems you wish to correct. Some mat be simple to work with, others may be more difficult. You need to put a little more in at your end if you wan't more out of this site.Read my blog here.

Here is my two cents worth on the subject
Working with *other* unknown sources ...
First of all, IMHO, working/archiving/re-compressing/re-encoding with highly
compressed sources is not a very good idea. The reason is mostly because
the source encapsulates many "hidden" artifacts, and when the MPEG encoder
processes get to it, all those artifacts will become pronouced in the final
MPEG (or other compressed-to format.. ie, XviD; DivX; etc)
Its one thing to work with such video formats (xvid or divx for instance) when
the final outcome is ultimately for pc viewing.. because most of the "hidden"
artifacts will not be seen or can easily be masked out of site with the software
controls. And, its another, when you have plans for transfering to MPEG for
set-top DVD playback.
(But, it is also another thing, when the source video conversion is *yours* and
you use a high bitrate and maximum quality methods. But this process is not heard
of, when the source is "original" from the user, attempting or planning on other
transfer/archival purposes)
My advice is to not count of such sources for quality reproduction purposes.
Looking for such low-bitrate type sources is asking for trouble and more *wasted*
work, however.
If you want to continue in this area (case your sources *are* from D/L's or
captures to low-bitrate, etc., and out of your current control) then look for
sources with higher bitrates for more compatible chances towards quality
reproduction transfers (or re-conversions to other compression formats type
projects)
Otherwise, expect random unsatisfactory results

So, garbage in, even more garbage out if you encode to any of those formats.

yea, you may want to look into the latest MSU video deblocking filter (the super deblocking filter, i think it's called) once again, it wont perform miracles, but it can at least clean up SOME of the garbage.....also, do NOT expect this filter to be very fast...at all...it will take several hours, to even a few days, depending on your processor's speed and the output type you use, to encode it...........
