I made a backup DVD of star wars episode 4 with DVD decrypter and the file is over 7gb..

Since the video quality is untouched is there any way I can keep the same quality and burn it to a 4.7gb disc? or do I absolutely need to burn it using DVD SHRINK to mess with the quality and compress it?

You would either need to use a dual layer disc or split it to 2 DVD-5 discs to keep the same quality. I'm assuming you are backing up just the main movie with only 5.1 audio. If you want it all, then DL or 2 DVDs is definitely the way to go. If you cut out everything like extras, other audio and subs and your Shrink % is above about 80%, I doubt you would see much difference in the finished DVD-5 compared to the original.

Can you fit 7 gallons of water into a 4 gallon conatainer without losing any water
What redwudz said, unless you want to convert the audio and lose quality there 8) but you would save such a small amount of space as even a full 5.1 ac3 audio file is very small & your video would still be way above the single layer dvdr size.
