I'm making a crime movie, and we can't afford guns other than the airsoft ones we have lying around. We also can't make squibbs just because any shooting happens inside, and we can't stain anything. Anyway, I was wondering if there's a tool that would have preset blood or muzzle flash, or if I'm going to have to do it all myself. And if I will have to do it myself, what is the easiest way?

I would take a look at after effects, or wax. You can do some great things with these two programs although you may need plug-ins and they can get pricey. It can be done without plug-ins but is a very long learning curve.
If you search the form for muzzle flash I uploaded one for somebody so you may be able to download it and just overlay it on your video. -

Effect Lab is the eveolution to a program called AlamDV that was designed initially to to do only a couple of simple effects - light sabres and muzzle flashes. It was pretty simple, but did a good job at just those things. I haven't played with this new version, but it seems to do what you need, and has a good library of effects you can download from.Read my blog here.
