What are you keying from ? DV is notoriously poor source for keying, especially consumer DV. There are a couple of good DV keyers, though they run as plugins for after effects or fusion or similar.
DV Garage had a great DV keying plugin called DV Matte Pro. There are versions for Final Cut Pro and AE.
After Effects Pro Bundle ships with the Keylight keyer, which is also very powerful.
It really depends on what software you already have, how much you are prepared to spend and what output you need to produceRead my blog here.

The advantage to Ultra 2 is that it is real-time, whereas AE generally isn't. If you need to work at a fast pace, or are using multi-camera switching of live broadcasts, Ultra 2 is probably what you are looking for.
If you are working at a more leasurely pace, and want to be able to refine the effect and get the best keys possible, I believe AE, Combustion or Fusion to be the better way to go (choice is up to you, your budget, and your preferred workflow)Read my blog here.
