When you use "home" and "end" to mark a video segment, is the currently shown frame included in or excluded from the segment?

The frame at the start mark is included. The frame at the end mark is not.
For example if the starting frame is 3 and the ending frame is 8, frames 3, 4, 5, 6, 7 will be in the output.
