I'm trying to merge in one file (with TDA) two different sized videos - 720x480 and 704x480. I tried to resize one file in Virtualdub but it outputs an avi file. How can I resize and stay in mpeg? Also, hoping to use freeware.

With an mpeg encoder. Have a look at tmpgenc plus. It means re-encoding the video though.
Or you can keep them as seperate titles.Read my blog here.
