I don't have a powerful pc and was thinking about upgrading the video card to something like ATI Radeon X850XT. Having a 1.5 Ghz and 768 mb ram computer, is it even worth upgrading to that level of video card?

That card is probably worth more than your computer.
You might take a look at a little lower end card like a ATI Radeon 9550 or one of the Nvidia cards that are equivalent.
What do you plan to do with your computer? If it's gaming the 850 is a good card, but you don't have the CPU to support it properly for the newest games. -
Guess I should upgrade the ol motherboard and cpu first eh.
The reason I asked about the 850 is that I seen it on sale for $300 Canadian. I figured it was more than my pc can handle. Thanks for the help! -
You may want to check and make sure your Power supply has the 12V graphics card power connector that is required to power this beast. The AGP version isn't worth it though especially in a system such as yours. In that type of system I recommend the ATI 9550. Depending on your current graphics card, the 9550 may significantly increase your graphics power without emptying your wallet.
