Is their a tool that can detect a source's exact bitrate? Not a bitrate calculator. Is their also a tool that can detect the source if its interlaced or progressive?

Latest GSpot (2.5 something) works for both AVI and MPG

BitRate Viewer will work for Mpeg and VOB files. It will give the bitrate for any second of the clip.
