I have some home movies on MiniDV tapes in 29.97 NTSC format. I have been converting them to NTSC VCDs without problems. However, now I am trying to convert these to PAL VCDs. I have the following tools available:
    - Adobe Premeire (which I use to edit my videos)
    - TmpgEnc
    - NERO and VideoPack to Author/Burn.

    I have a few questions:
    1. I usually edit the video in Premiere, and create a NTSC avi file, which I then encode in tmpgenc to create NTSC VCD. If I am creating a PAL VCD, can I use the same NTSC avi file and just specify NTSC in tmpgenc settings? Or do I need to make a new avi file altogether from Premiere with PAL settings?
    2. Is there a way to properly test this PAL VCD on a computer, since I do not have PAL playback equipment - I only have a NTSC TV and DVD/VCD player?
    3. Does anyone have any suggestions on the settings I need to use or steps I need to follow to make sure I get a good quality output?

    Thanks
