Caricature Software

Does anyone know of a program that will take a scanned picture and turn it into a Caricature?(cartoonish)

If you mean a still picture like a .jpg, you can sort of do it with Photoshop. Turn it to line art, reduce the number of color to just a few, etc. Other graphics programs can probably do similar. If you have Photoshop, or a program like it, do a search for plugins and you might find one specifically for that purpose.
