I've tried using a batch method that I read here but when I use ifo edit to do this it wouldn't change it. What can I do?

I have done this many times. The quickest and easiest method is to use DGPulldown. I have however run into situations where that will not work, so I have had to take the longer route and use a Phillips DVD player and record to my Pioneer dvd recorder, then transfer to computer to re-author.
There are other methods which you can use, but they are time consuming because you must not only change the framerate, but also the resolution AND the audio...that is where most people screw it up because the audio gets out of sync. -

I use DVDShrink to rip the DVD, but you must rip movie only, and you must rip to only one VOB file (you must select that in the preferences options)
Then I feed the large VOB file into VSO Divx to DVD Converter.
Select force PAL 25 Fps and press convert. -
Where do you find that "Select force PAL 25 Fps and press convert" feature?

It's pretty easy to spot on the VSO Divx to DVD interface. One of the few options you can set, actually. Drop-down selector box, off to the right I believe. Been a while so I'm going from memory.

The easiest by far is NeroVison Express 3 (set for NTSC). If it's a disc simply 'import disc', if they are VOB's (or any vid files) 'add' them, create some chapter stops, adjust the bitrate if needed and burn. You will lose any original menus and subtitles though.
