I have been looking at this site for a recommended guide to capcture and create a DVD from DV Video camcorder.

I obtained the guide below from a link in this website. I am looking for something like this for a newbie, the only thing is that it mentions something regarding Europe, so I don't think it applies to me since I am in the U.S.

You need to read more before you try to act.
There won't be a single guide that tells you everything. It would be 100 pages long.
You could use all-in-one software, but it'll end up looking like crap, and that'd be a shame since your source is a high quality DV stream. I advise learning better method, one step at a time.
You also failed to mention what software you have. Or what you were interested in. Or a budget should you need to buy more.
Options like editing, how much editing, the amount of footage you considered putting on one DVD, the kind of blank media you have, etc ..... you must consider all these things.
All information is interchangeable, in regards to PAL and NTSC. The dimensions and framerates differ, but everything else is still valid. That's part of the "need to read" that I'm getting at. Learn why PAL and NTSC are different, don't just try to run through this as a marathon on your first time out.

It's not too bad, once you look at each step in the process individually. Then, download and try a few pieces of software, some will be easier to use for you than others. At a certain point, you'll just have to get in there and do it

Lets try a diferent approach.... the equipment that you need .
1 - Exactly what video hardware and what video software do you have ?
2 - A rough idea as to how much you think is resonable to spend on new equipment and software.
3 - How much capturing and creating DVDs do you want to do ?
Are we talking about one or many ?

It covers the various steps and a selection of the tools, among others, that can be used. It doesn't claim to be the right way, but it works well for me.

Thanks for the advice, I took some time to do some research and check what I really need. First of all I guess I wan to be clear on what software I need to buy or get freeware. These are the followings I am lookiing at from your guide:
1. WinDVD (free) - To Transfer
2. VirtualDub (free) - To Edit
3. TMPGEnc Plus ($37) - To Encode
4. TMPGEnc DVD Author ($70) - To Author
Are these all that I need to obtain or purchase? Is there any of these I can do without if right now I am just interested in backing up a DV movie to a DVD with no fancy features?

OR Buy a DV dvd recorder. Input at DV connector, push record to create dvd .......
