What is the general consensus on Chapters?
For an episode of show X, there are opening credits (i dont cut these I know many of you do tho), the halfway point, and then the end credits. So chapters at the 3 points can be quite annoying finding all of these as rarely are they the same time.
So the other alt is chapters every X mins.
I use option 1 mainly, but its starting to become a hassle, I spend a good 30mins to an hour determining chapter points for 20+ episodes.

for episodes, i make a chapter point at the begining of the show or opening credits, unless its longer than 30mins i wont add any more chapters for the episode, for everything else i add them according to where i think a scene has ended. hth

For TV shows, I always place chapter points in between each segment (where the show dips to and from black for commercial breaks). I ususally end up with anywhere between 5-7 chapter points in an episode.

For TV shows, I set a chapter point at the start of the opening credits, one at each commercial break, and one at the start of the closing credits. If there's a "previously on" segment prior to the opening teaser (before the opening credits) then I set one at the start of the teaser too.
