what is the difference between RM and RMVB video file? would a 40mb RM file have better quality than a 70mb RMVB file?

There is no difference. rm and rmvb are the same container. The reason for the name change was because older real codecs were CBR only since they were designed purely for streaming. rmvb = VBR rm and came into effect with RV9. There is no way that a 40MB rm file should be better than a 70MB rmvb file, that is if they were encoded from the same source with decent settings.
