    Which softwares can automatically divide the scene transitions in DV into chapters for DVD authoring (for skipping forward/backward the video)?

    You should probably look at some of the capture/edit/author all in one packages like Ulead or Pinnacle Studio. Most of the bigger editing applications use the scenes to break up clips for editing, and most standalone authoring tools need to be told where the chapters are.
