I have video file (mpg) of resolution of 176X 144 . If I am making a vcd with this file the picture comes very poor on tv. So I want to improve the resolution of the video to 512 X 384. Is there any way to improve the quality or video size? If so, what tool should I use. Kindly help.
Also is there any tool to find the resolution and birate for a video file?

Nope. Increasing the resolution of a video will degrade it regardless of the situation. If you increased the resolution and played it back on your monitor full screen the original would look better that the higher resolution one.

The quality of the video will never be better than what you start with. While there are some tools that will permit you to process the footage (1. expand pixel size, 2. blur/degrade the image, 3. unsharp mask it), you can readily see that this will just make it a mess (albeit larger).
I believe there's "mpeg info" (or something similarly named) that will provide the details of the mpeg file. -

In this case you may well be able to improve the quality of the video, however resizing it to double it's current (low) resolution isn't going to do that.
